The 14th Petersberg Climate Dialogue-2023 (PCD) recently concluded in Berlin, attracting delegates from 40 countries. This high-level political and international forum took place on May 2-3, 2023, as a precursor to the annual United Nations Climate Change Conferences (COP). Co-hosted by the German Federal Foreign Office and the United Arab Emirates, the incoming COP28-Presidency, the PCD aims to bolster trust in multilateral climate negotiations and between states.

During the conference, UN Secretary-General António Guterres emphasized the need for honesty in addressing the climate crisis. Calling for cooperation, climate justice, and decarbonization of the global economy. The PCD brought together a diverse range of countries to strengthen strategic dialogue on just energy transition, global transformation, and responses to climate impacts. This year’s focus included climate adaptation, finance, loss and damage, and the first-ever global stocktake.

German Foreign Minister Annalena Baerbock, co-host of the conference, highlighted the collective responsibility to mitigate the climate crisis. Considering the availability of policy tools, financial resources, and technical solutions.

COP28 President-Designate Dr Sultan Ahmed Al Jaber of the United Arab Emirates. And German Chancellor Olaf Scholz concluded the high-level dialogue, with the next Climate Change Conference (COP28) set for Dubai from November 30 to December 12, 2023.

The Origins of Petersberg Climate Dialogue 2023

Former German Chancellor Angela Merkel initiated the first PCD. Aimed to improve communication between leaders and environmental ministers after the near-failure of negotiations at COP15 in Copenhagen. The inaugural meeting occurred in 2010 at Hotel Petersberg, located near the UNFCCC headquarters in Bonn, Germany. The conference subsequently relocated to Berlin, where organizers continue to hold it.
